[This should all be terrifying and stressful. But there's a sort of energy that comes through in his voice when he talks about it.]

Yes. A "powder keg" sort of situation. Tensions brewing for some time, and that murder seems to have set things in motion.

[His expression turns a little serious.]

I wish you luck in that, Lieutenant. I was in a similar situation, myself. Sometimes, one has to combat the entire system, as a whole. It's not an easy task.
